Tesorieri Kikai PC and NPC Creation

You absolutely must ask Juppo if you want an NPC from the Tesorieri family (or the Kikai Organization), unless she has already approved you as a member character. If she's done that, then you're free to create lower-level people within what you're doing. Just no sudden "this person is second in command" stuff; she's worked a lot of this stuff out, and to watch it all go down the drain... Well, she'll be really pissed off.

The History of the Tesorieri Family and the Kikai Organization

Some of this story is known by everyone, but not everyone knows the whole story. Pick and choose, depending on how well the person knows Juppo.

Every story needs a beginning, and this one begins in Gregminster. Juppo, sixteen years old and feeling extremely disgruntled with the outside world, headed there, having received training as a machinist and wishing to practice his art for money. The Verachi family immediately picked him up, wanting an edge on the rest of the Mafia (and machinery abilities are rare, mind); Don Verachi himself was impressed, seeing the boy as a surrogate son. In fact, he assigned his top capo, Nicolo Gambiali, to the development of his training, to ensure that he learned the ropes but well.

Gambiali looked after Juppo and taught him much about how to handle mobsters and do business and the like; however, the time soon approached when Juppo would finally learn how to kill. After some training, he took the boy to do a hit on a traitor, while he looked on. They found the traitor leaving a restaurant with his wife; Juppo attacked shortly after, opening fire. He blew the poor guy's head clean off.

However, what followed was unexpected. Juppo dropped to his knees and began to... flip out. Seeing this, Gambiali took him back to the Verachi headquarters; it soon grew worse, as Juppo began to grow rather violent. They locked him in the house's basement until he calmed down. That never happened again. Juppo did adjust to the experience eventually.

He was initiated when he was nineteen, becoming a soldier in the Verachi family. But this was not enough for him; he wanted more, and the coveted captain position seemed ever so far away...

What's a man to do? He left, telling Don Verachi that he was going to do his own thing. He saw it as a dead-end road. Juppo was never comfortable with stagnation. No one is quite sure why the Don didn't have Juppo killed.

However, Juppo soon found people with his ideals and beliefs. He wanted to break down some barriers, and thus he formed the Tesorieri family, and later the Kikai Organization. It started out as a relatively small operation, but gradually it grew into the nasty continent-wide organization it is today.

General Mafia information

Okay, now I came up with more information. Yaaay. These are the primary Gregminster crime families, so there.

First is the big dog in the yard, the Brachino family. They're definitely the ones with the most influence. Their boss, Siro Brachino, has a will of iron, but he's not the dictator type, not wanting to lord over the others as long as they don't do anything stupid. Besides that, I'm leaving them open.

Now we're at the Tesorieri family. Won't go too in-depth with that, because they're covered in the next section (and throughout this document) in quite a bit of detail. They're second on the power scale in Gregminster's Mafia structure. I intended to make them weaker, but I've written too much to change that.

Next is the Verachi family, headed by Daunte Sarolina Verachi. They do not like the Kikai Organization, mostly because of the stunt Juppo pulled on them six, seven years ago. The current boss of them is pissed about that still (though he wasn't the acting boss when it happened), and he wants revenge (also, he feels that Juppo rose to power too quickly, which is the opinion of many people in the Mafia). They used to be second, but now they're third, because the Kikai is growing at a good rate, so everyone's being taken down a notch. Vince Catolo's one of the gents in this family, as is Nicolo Gambiali.

The Rammico family is fourth; their godfather is Giotto Zappolino Rammico. They are allied with the Verachi family. The boss of this family is largely apathetic to the politics and power-plays of the others, as long as nothing's being taken from them. Some guys in this family are getting really, really sick of not doing anything about anything, so they might off the guy and put someone else in their place.

The Ginocona family is very loosely allied with the Tesorieri; their don is Marciano Ginocona. They are much more traditional in structure, but the boss of them is something of a friend of Juppo's, so he gives him the respect he feels that Juppo has earned.

The weakest family in Gregminster is the Carlino family. Their boss is Vittorio Carlino. No information yet, besides the fact that they're pretty damn sucky. Ideas?

There's also another family that used to be around, the Minalo family, but they were tiny. And they're dead. Juppo had many of them killed; any survivors joined other families or quit the Mafia all together.

Okay, that's it for Gregminster. Muse, L'Renouille, and any other big city probably has their own families, but I'm leaving those open for now.

General information that every Mafia person involved in Gregminster affairs knows about the Kikai Organization

The Tesorieri family is very atypical of the Mafia in Gregminster.

To begin with, the Tesorieri family and the Kikai Organization are connected; Juppo heads them both up, and they do cooperate, but the Kikai is not exactly the same thing as the Tesorieri family. The Tesorieri family consists of the actual intiated members of the crime family, as well as any loyalists they may have. Members of the Kikai Organization are usually headed up by someone else besides Juppo or any other Mafia people (Briskane, Retsuna, and Voiran, for example).

They do allow women and other races (elves, dwarves, kobolds, wingers, and whatever else; if it's sentient, it's allowed) to join. Most don't, because they are based upon their homelands; women are traditionally not allowed to play a role beyond being cash-and-carry girls (they're sorta like messengers; I need to look that up again) and wives. Juppo does not operate in a typical fashion, however. A woman or a member of another race are allowed the same advancement as anyone else in there; there are female hitmen, drug dealers, and nearly anything else you could imagine, as well as dwarven pimps, elven machinists, winger hitmen, and any combination of any occupation and any gender and race. This is not due to some liberal belief that everyone should be equal; it's just that the Tesorieri family is out to make money and doesn't really care what you are as long as you're competent enough to do the job.

Important note, however: the racial trend only occurs in areas where they live. You aren't likely to see kobold members of the Kikai Organization in Gregminster, for instance. The Tesorieri family pretty much all live in Gregminster, so any demi-humans in it live there.

The use of robots and other assorted machinery also sets them apart. Though the Verachi used to do this, the machinery soon fell into a state of disrepair after Juppo left, so it's useless to them. Robots are often used as bodyguards. They could also be used as hitmen, but this is generally discouraged, since robots are expensive, and getting a flesh-and-blood creature to do it is less costly.

Machines are used to manufacture drugs. An excellent in-chapter example of this is in San and Para 1; Para manufactures drugs, operating the machinery.

Even though the Kikai is based in Gregminster, there are factions of it elsewhere, which is part of the reason why it's grown so fast. Juppo's okay with this; he's not hurting for people to help him out directly.

As a result of these differences, however, the Tesorieri family is generally looked down upon by the more traditional Mafiosi, but the other bosses don't want to tell Juppo that. Who'd want to argue with someone possessing as much power as he does?

What the Tesorieri family does

The Tesorieri family's structure

The Tesorieri family has a set structure. So does the Kikai Organization. The structures are similar.

Boss - the leader
Underboss - the second-in-commands; one is actually called the underboss (he gives orders and is accountable to only the boss), the other is called the consigliere (he mediates disputes, acts as an ambassador to the other families, and is an advisor to the boss)
Capos - the lieutenants (can be as many as twenty of these guys)
Soldiers - lower-level management (ten or so of these to every capo; one can become made in their late teens, but frequently older)
Non-made Loyalists - the newbies (a few of these to a soldier)

That's just the general Mafia structure. The Kikai works a bit differently, in sync with the Tesorieri family...

The Boss - Juppo "The Trickster" Tesorieri (his real last name is Pechanto; most even within the organization don't know it, though)

Juppo, being the leader, is in charge of, well, everything? Judge, jury, and implied executioner. Keeps the higher-ups in line, including the Special Operatives.

The Underboss - Genoa Esemoa

Genoa helps Juppo manage the Tesorieri family. He also decides if someone needs to see Juppo, making him the gatekeeper. He's well-known for running gambling games during his early career in crime.

The Consigliere - Toccio Questino

Toccio settles disputes in the Kikai. He also advises Juppo on matters frequently. When Juppo's gone, this is the guy that runs the show. A peacemaker all the way. Very skilled negotiator.

Head of Legal Department - Retsuna Zebunta

If someone in the Tesorieri or the Kikai is being prosecuted against, have no fear! The Legal Department is here to help you out. Generally, within the Mafia, keeping a stiff upper lip and denying all existence of the Mafia is important. Even Juppo himself publically denies it. But everyone needs backup, even in the warzone of the courtroom. Retsuna has many many many political and legal connections, so rest assured that you're not going to stay in prison.

Head of Substances Department - Briskane Manuie

The Kikai Organization is heavy into drugs, so it takes up a whole department. Briskane generally deals with where to send drugs and to who and when and all that fun stuff; his assistants do most of that, though. He oversees his own operation for the Kikai as well. On the side, he deals in mundane weapons, such as knives and swords.

Head of Finances - Voiran

Voiran officially has this title, but unofficially, he does next to nothing. In fact, Juppo doesn't trust him very much. The only thing he does is send Juppo money when asked. He's not even the person with the most money around to ask, but Juppo does it to annoy him a bit.

Special Operatives

Think Murder, Inc. These people are Juppo's personal hit squad. Often touted as the most efficient executioners in organized crime today. Kasumi's one of them, I believe; Tiamat can make them up. I have no idea how many people are in it, but I can't imagine any number above fifty.

Other

Kurtz Benoit - Kurtz is an unofficial member of the Kikai, but he acts alone; he has not been initiated. He's a Squire-class member of the Howling Voice Guild, who occasionally takes apart weaponry and draws out blueprints, then sends them to Juppo through a long chain of command. He's pretty important, so he gets his own bit.

Besides these people, the operations are based on location. Many cities have someone there, and they all have their assistants and hitmen and whatnot. I'm not filling all that crap in, though.

Then there are Juppo's mistresses, but they're not officially in the organization, so they don't count.

Other Stuff

I've been thinking about areas of specialization lately. What would be done where?

I see Tinto as being robbed on occasion, because metal isn't all that common, and Tinto mines an awful lot. On that note, they probably do the same thing to the dwarves sometimes.

If anything, Greenhill probably has a market for those ever-so-fun anti-drowsiness pills. Poor overworked students...

This is just a starting list, mind. I'm open to new ideas.

For other places, keep in mind the government of the city before deciding how well the Mafia has infiltrated the system, how many Mafiosi there are in a place, or if there is anyone at all. The Mafia thrives in Gregminster (as well as many other places in the Empire) because the government is corrupt. A place such as Greenhill is less likely to be corrupt, so there wouldn't be as many there. A place such as Tinto might have only one or two bosses, because it's out of the way, small, and little of real value is produced there. Tworiver might not have anyone at all, because although the slave market is vast and a good money maker, Ridley's running around there, and he wouldn't let a gangland murder remain unsolved. Or maybe they do, because the rest of Tworiver seems to be screwed-up enough. If they have anyone, though, they're probably blending in and not executing people... much, anyway.
